Abstract: The purpose of this paper is to respond to the Cassells’ Report on the future funding of higher education. Using empirical data from a number of countries it critiques the proposal that an income-contingent loans (ICL) system for students is the preferable option for the future funding of Irish higher education from a social justice and educational perspective.
